When Officer Joseph Fliss reported for duty on Monday morning, July 1, 1963, he became the first full-time policeman to ever work for once-sleepy, rural East Hempfield Township.

Fliss, then 37 and a 14-year Pennsylvania state police veteran, made $5,000 in annual salary and worked six days a week, eight hours a day.
